The administrative component of the municipality consists of the Office of the Municipal Manager and 5 directorates.

Office of the Municipal Manager
The municipal manager as the head of administration is responsible and accountable for the tasks and functions as set out in the Municipal financial Act (No. 56 of 2003), and other applicable legislation, as well as tasks and functions that are delegated to the municipal manager by the Executive Mayor and the Council.

The office of the municipal manager consists of the municipal manager with divisions for Risk Management, Audit and Adminstaration support services.

Directorate: Finance
The main function of this directorate is to effectively manage financial resources to promote the sustainability of the municipality's assets and its daily activities. The directorate also has to ensure effective financial planning and budget linkage.   

The directorate is divided into:
    - Financial Support Services
    - Income Services
    - Expenditure Services
-ITC Services

Directorate: Corporate Services
This directorate is responsible for internal capacity in terms of personnel issues, client and communication townplanning as well as effective administrative services that promote the day to day functionality of the municipality.

Corporate services consists of a director and the divisions for:
    - Human Resources Management Services
    - Legal support services and Property administration
    - Administrative support services
    - Town Planning and Building Control
    - Client and Communication Services

The municipality mostly makes use of external expertise when legal service is needed.

Directorate: Community Services
This directorate consists of the largest personnel corps of the municipality.
The directorate is managed by a director and is divided into divisions dealing with:
    - Library Service
    - Protection Services
 - Human Development, Local Economic Development.

    -Public services, which include animal control, parks, resorts, graveyards, sports grounds and facilities as well as the maintenance of municipal buildings and property.


Directorate: Civil Engineering Services
The core functions of this directorate are the planning of infrastructure and basic service delivery.

The directorate is divided into the following sections:
    - Administration and planning
    - Streets and Storm water services
    - Solid waste, water and sewerage purification services
    - Water and sewerage distribution services
- Fleet management & workshop

Directorate: Electro-mechanical Engineering Services
This directorate is responsible for the connection and distribution of electricity as well as electrical infrastructure. The directorate consists of an assistant director and divisions for the general maintenance and distribution of electricity.
